What it is

Government continuity planning ensures that essential public services, from emergency response to basic administration, keep functioning during and after a disruption. It covers legal and institutional frameworks, succession planning, and the operational continuity of critical services when normal systems are compromised.

Why it matters

When continuity planning is missing, disruptions cascade: a single failure in one agency stalls services across an entire government. Ministries that have codified continuity plans and disaster risk management law recover services faster and lose less public trust in the process. This is a governance problem as much as an operational one.
